The situation in England was rather more auspicious, but many English poor were illiterate, while those who had attended the charity schools were prepared mainly to read religious tracts or sentimental novels. For all the coffeehouses and all the lending libraries, only a small minority of Englishmen ever saw a newspaper or read a book: at the time of the French Revolution, Burke estimated the serious reading public to be not much larger than eighty thousand. Most of Johnson’s “nation of readers,” it seems, consumed mainly uplift or melodrama.
